It is designed such that people who come for one specialty are encouraged to come back to the same familiar location for any other specialty in the future. This is also in line with Dubai’s vision of becoming a Medical Tourist destination.

The emphasis on healthcare standards to match global standards is rigorous. DHCC authorities insist that all professionals who deal with the patients must conform to professional requirements as specified by the American board.

Disadvantages and fines
Because of the infrastructure facility already there, people have to take it. Healthcare city licensing rates and rent are high compared to other parts of Dubai.
Inspection is rule-based and at times could be arbitrary in their implementation. There is little recourse for a dialog.
You can easily be cited for violating some guidelines you may not be aware of and be fined anywhere between US$ 3,000 to 15,000.
License requirements
1. Commercial license
For commercial licenses, e.g. typing centers, coffee shops, incorporation documents include a business plan, Know Your Client [KYC] documents, and a passport copy.
Incorporation takes 5 to 6 weeks for completion.
2. Facility license

Takes 10 to 12 weeks as the clinic fit-out must meet stringent specifications and additional inspections are required
3. Professional license [single specialty]

4. Renewal interval
- Commercial license every year
- Facility license every 2 years
- Doctor or Nurse individual professional license every 2 years
Process and hurdles for Facility & Professional license
A. Preliminary name & business approval
- 3 alternate names from which they will approve one
- Business plan
- Shareholder CVs
- Shareholder passport copy
- Takes about 2 weeks
Once you have this initial approval, you can go ahead with the selection of a facility and make fit out arrangements. Also, you can start on selecting potential employees which will also be subject to approval. The initial approval is also required to open a bank account.
B. Share capital
You may need to deposit money into your account and show that you have the required capital
C. Online document submission
The entire list of documents required needs to be submitted through the DHCC portal to start the company registration process.
D. Center for Healthcare Planning & Quality (CPQ) inspection
For professional and facility license approval a CPQ inspection is required.
You can obtain a checklist of what the facility needs. Your clinic must abide by these requirements. A CPQ team will come and inspect your facility before final approval is obtained.
Regular inspections from the CPQ keep tabs on what you are doing and whether you are following the standards of the license or not.
E. Formation and Layout
DHCC’s facility approval department will verify that your clinic’s layout is also as per their guidelines. The layout needs approval before the interior fit-out begins. And also after construction is completed.
