In some countries CSPs or ORAs are lawyers or professional accountants or MBAs. However they will be accredited by an offshore jurisdiction.

They generally know more about the jurisdiction they are located in. For other jurisdictions they will have a tie up with ORAs or CSPs in those countries.

Which is fine, because you normally need someone who you are comfortable with. And who is available to hold your hand and fulfill your requirements.
